ChatGPT ads are available in 63 countries globally, across North America, Europe, the Middle East and North Africa, Southeast Asia, East Asia, Oceania, India, and Brazil.
- North America (2 countries): Canada and United States.
- Europe (32 countries): Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland, and United Kingdom.
- Asia-Pacific (12 countries): Australia, India, Indonesia, Japan, Malaysia, New Zealand, Philippines, Singapore, South Korea, Taiwan, Thailand, and Vietnam.
- Middle East & North Africa (15 countries): Algeria, Bahrain, Egypt, Iraq, Israel, Jordan, Kuwait, Lebanon, Morocco, Oman, Qatar, Saudi Arabia, Tunisia, Turkey, and United Arab Emirates.
- Latin America (2 countries): Brazil and Mexico.
Territories that are an integral part of an approved country are also eligible to start serving ads in ChatGPT. They are:

To use self-service Ads Manager, the legal entity that advertises and gets billed must be based in one of the countries listed above.
We've seen companies outside these countries try to work around this limitation, for example by paying for a virtual business address in an eligible country. It didn't get them access.
Not Eligible Countries or Coming Soon to OpenAI Ads
OpenAI hasn't publicly disclosed which countries are next. Based on the rollout pattern so far, we expect mostly new Asian and Latin American countries to get access sooner.

Eligible Markets: Restricted Industries, Verticals and Products
Health, financial services and legal services are considered highly regulated markets. For them, OpenAI only allows in some cases, and the rules change depending on whether your ads run in or out of the United States.
Some products are limited to a small group of beta testers, and OpenAI isn't accepting new applications for them for now.

Who Sees the Ads
- Plans with ads: ads only show to users on the Free and Go plans.
- Ad-free plans: Plus, Pro, Business, Enterprise, and Edu stay ad-free.
- Under 18: OpenAI doesn't show ads to accounts it identifies as belonging to someone under 18.
Ad Formats and Privacy
- Placements: ads appear below ChatGPT's answer, clearly labeled as sponsored and set apart from it. OpenAI is also testing visual ads during image generation for Free and Go users.
- Neutrality: ads don't influence ChatGPT's answers. They run on separate systems, and advertisers can't shape, rank, or change responses.
- Privacy: OpenAI doesn't share conversations with advertisers or sell user data. Advertisers only see aggregated results, like total views and clicks.
